This operation is not permitted because the blob has snapshots.
There is a lot of times you face this issue like updating Veeam or AzCopy scenarios. In order to remove all the snapshots :
On the storage account click on Life Cycle Management Policy :
Create and add a new Rule based on requirement Scoping storage account and Filters :
Add Condition to delete everything before 1 day :
